The AI Action Plan lays out more than 90 steps for government agencies. These include speeding up building permits, handling exports more effectively, updating old rules, and expanding infrastructure projects.
Earlier in January 2025, President Trump signed an executive order called “Removing Barriers to American Leadership in Artificial Intelligence.” This order required the government to create the Action Plan within 180 days and to clear away outdated policies that were slowing AI progress.
The plan also created a new agency, the Center for AI Standards and Innovation (CAISI), which will test AI systems in areas like cybersecurity and biosecurity. Its job is to make sure AI technology is safe and protected from national threats.
